Programs that promote pre-literacy and language development skills in children from birth to age five with the objective of preparing them to read. Program activities are both educational and social and focus on helping participants develop oral language skills, expand their vocabulary, develop the concept of a word, have exposure to printed words and connect them to stories, develop phonological and phoneme awareness (sounds associated with letters and words), and recognize letters of the alphabet and connect them to words. Specific activities that promote early literacy development include reading aloud, summarizing stories read, conversations and dialogue, learning new words, exposure to books, rhyming and singing, imitating sounds, identifying syllables, writing and naming letters, attaching sounds to letters, and recognizing words. Counting and elementary math may also be incorporated. Programs may be formal or informal, and may include parent participation. Classes are often held at schools, churches, libraries and community recreation centers.

Early Literacy Development Programs

Programs that offer a procedure that is designed to identify children who should receive more intensive assessment or diagnosis for potential developmental delays. Screening tools can be specific to a disorder (e.g., autism), an area (e.g., cognitive development, language, or gross motor skills), or they may be general, encompassing multiple areas of concern; and rely heavily on parent observation. They do not provide conclusive evidence of developmental delays and do not result in diagnoses. A positive screening result should be followed by a thorough assessment. The goal of developmental screening is to allow for earlier detection of delays in order to improve child health and well-being for identified children.

Pediatric Developmental Screening

Programs that provide educational and supportive services that help new parents or those expecting a child, to prepare them on an emotional and practical level for the impact the newborn will have on their lives and relationships. The programs are open to all parents. Initial focus areas include healthy eating for the mother, danger signs in pregnancy, sibling preparation and being ready for labor and delivery, followed by practical information on basic infant care, newborn behaviors, baby supplies, bathing techniques, diapering, breastfeeding and other feeding options, as well as infant and childhood illnesses. Later topics may include walking, talking, toilet training and other aspects of child development, all to help ensure that infants and toddlers are nurtured, live in a safe environment and receive proper health care.

General Expectant/New Parent Assistance

Programs that provide educational and supportive services that help teens who are or are about to become parents, to prepare them on an emotional and practical level for the impact the newborn will have on their lives and relationships. Initial focus areas include healthy eating for the mother, danger signs in pregnancy, sibling preparation and being ready for labor and delivery, followed by practical information on basic infant care, newborn behaviors, baby supplies, bathing techniques, diapering, breastfeeding and other feeding options, as well as infant and childhood illnesses. Later topics may include walking, talking, toilet training and other aspects of child development, all to help ensure that infants and toddlers are nurtured, live in a safe environment and receive proper health care.

Teen Expectant/New Parent Assistance

Programs that visit the homes of parents who want to acquire the knowledge and skills to be effective in their parenting role and provide parenting education services in the family setting. The programs may focus on teen parents; parents who need to develop skills to handle a difficult child; families who want to learn school-readiness activities to share with their child; individuals for whom parenting is a new experience; families at risk for child abuse, neglect or out-of-home placement; or others who have issues that are most effectively resolved in the home environment.

Home Based Parenting Education

Provides a strengths-based program designed to help pregnant women and new and experienced parents with children age 5 and younger. Offers personalized home visits, group connections, health, vision, and hearing screenings, and networking.

Provides parent aide services to families that promote healthy development, strengthen parenting skills and provide critical interventions to ensure safe, stable and nurturing home environments.

Programs that provide a variety of short-term, intensive, home-based intervention services for families experiencing a crisis that is so severe that children are at imminent risk for placement outside the family setting. Services, which are aimed at ameliorating the underlying causes of family dysfunction, are generally time-limited, of fairly short duration and available on a 24-hour basis. Also included are other family preservation program models whose programs vary in terms of the population served, the level of intensity of services provided and the length of services. The objective of family preservation programs is to preserve the family as a unit and prevent unnecessary placement of the children in foster care, a group home, an inpatient substance abuse or mental health treatment program, a residential training school or other alternative living arrangement.

Family Preservation Programs

Programs that identify families with children in foster placement whose prospects for successful reunification are good, provide the array of supportive services needed by the family to attempt reunification, supervise visitation in the home by the child, oversee trial placement with the family and provide whatever home-based services are required to facilitate permanent reunification. Services may include mental health and substance abuse counseling, home management instruction, parenting skills development, stress management and tutoring.

Intensive Family Reunification Services

Programs that offer educational workshops that cover a range of family-living issues and help participants develop the knowledge and skills they will need to better handle life transitions and crises, improve overall self-esteem, promote growth, strengthen coping mechanisms and avert situations that can lead to family dysfunction. Topics may include parenting and step parenting skills, human growth and development over a life span, the physiological and psychological aspects of human sexuality, communication skills, couple and family relations, stress management, intergenerational issues, elder care, family and community relations, family and work relations, the impact of money and time management on daily family life, personal development, self-discovery and self-motivation. Family life education programs are offered by a wide variety of organizations including social and community service agencies, hospitals, schools and after-school programs, employee assistance programs or wellness programs in business organizations, learning centers and religious institutions.

Family Life Education

Programs that teach skills that enable parents to deal constructively and consistently with a broad spectrum of child rearing problems which may include sibling rivalry; school behavior and performance; poor self-esteem; shyness; drug use; sexual promiscuity; and the whole range of negative, acting-out behaviors including whining, temper tantrums, disobedience, insolence and destructiveness. Some parenting skills development programs utilize a step-by-step approach for managing specific problems and may incorporate application at home of techniques that were discussed and practiced in the classroom setting. Other programs may offer participatory family workshops which provide opportunities for parents and children to learn and practice methods for dealing with one another under the guidance of a trained facilitator. Most training programs teach the parent a particular way of talking and relating to their children that reinforces positive behaviors and communication and decreases negative behaviors while supporting the development of a relationship that is built on fairness, mutual caring and respect.

Parenting Skills Classes

Administers Head Start programs in various locations throughout the reservation. Sites offer classroom based early education services for children in low income families. The emphasis is on school readiness. Services include nutritious meals, medical and dental services, activities for parents, and assistance for children with special needs. Early Steps is a voluntary home visitation program. Works to strengthen families. Services include parenting education, and information on early childhood development, health, and the importance of early literacy.

Cocopah Head Start Department | Cocopah Head Start Department

Programs that contract with the federal government to oversee the establishment and operation of Head Start sites within the county.  Grantees are responsible for the administration of Head Start programs and the allocation of funding, the coordination of enrollment and the referral of eligible families to Head Start sites.  Some grantee agencies reassign their administrative responsibilities to delegate agencies.
