Regulates utility companies including electric, natural gas, sewer, water, Competitive Local Exchange Companies, Reseller Local Exchange Competitive, Alternative Operator Services, Inter-Exchange Carriers, Incumbent Local Exchange Carriers, Incumbent Long Distance, Reseller Long Distance, and coin operated pay telephones. Consumer Services include investigations of consumer inquiries or disputes concerning rates or charges, installations or disconnections (proposed or recent), responsibility for a bill, requests for deposits, refusal of service by a utility, the quality and type of utility service, and a utility's policies and procedures.
